Abstract

Many studies have been conducted by academics in relation to governance, but less research done in connection with the management of wang ihsan. This is because the management of floods in Malaysia, which was previously managed by the National Security Council does not have an official government or academic research on the governance of wang ihsan because it's a lot involved various parties including victims, community leaders, district officials, the Social Welfare Department , the National Security Council and politicians.

On July 29, 2015, Cabinet agreed that the issue of disaster management of the National Security Council, Prime Minister's Office (NSC, PMO). Subsequently, on August 26, 2015, the Cabinet agreed to the proposed establishment of the National Disaster Management Agency (National NADMA - Disaster Management Agency) under the PMO but to agree some changes the national disaster management mechanism. NADMA was formed to streamline the structure of the national disaster management and create synergies between agencies involved in the management including disaster response agency. The agency subsequently took over the role of the NSC, PMO as the lead agency (National Focal Point) in disaster management in ASEAN countries, Asia and internationally. In line with the transformation of the State disaster management, management mechanism disaster has streamlined the Civil Defence Department (CDD), now Malaysia Civil Defence Force (MCDF) was appointed as the secretariat and the secretariat for the Management Committee and Relief in the administration of State, County and be a leader in community level. The involvement of civil defence as a first responder at community level will reduce the response time when faced with disaster. MCDF also responsible for leading the establishment of the Response Team Emergency Civil Defence or Civil Defence Emergency Response Team (CDERT) and other organizations such as Development and Security Committee. (JKKK), Neighbourhood Watch (KRT) or equivalent for support equipment management and disaster relief to local communities.

In Sarawak, the Sarawak Civil Defence Department has taken over as secretariat of the National Security Council after the completion of the state disaster management committee meeting on 12 November 2015 in the operations room located in the state. Starting from that day, CDD has implemented the first task of disaster Organise meetings at the state, division and district. Incidentally episode was the worst flood hit state starting from 28 November 2015 to 09 March 2016.

Once completed episodes Sarawak floods in November 2015 to March 2016, the duties of the secretariat is to distribute aid money to victims who move to evacuation centres and were not moved yet to receive aid. The state of Sarawak as a whole had received aid money most for 2016, reaching 6 million ringgit. Because the distribution of aid money that much, which is about 12 thousand heads of households, it of course has a lot of problems encountered during the distribution. Many complaints received by the victims who said they could not receive aid money and there are also complaints on behalf of victims who have dropped to receive aid money.

In this study, I have made interviewing the 20 respondents to find the factors that contribute to poor management of wang ihsan and the best way to overcome any weaknesses can be described at the end of the study the proposed improvements.

Based on the research, we can formulate or review the new Standard Operating Procedures (SOP) to make sure to be more effective. Otherwise the distribution of wang ihsan management to the flood victims at Kuching will become worst and the integrity of public service will be affected.
