Abstract

This dissertation was prepared on purpose to propose the exact method in training and development evaluation for human resource and development strategies to retain the skilful and talented staff at one of business organization in Kota Bharu, College Digital Timur, to be more competitive in tight markets nowadays. Located nearly to its best competitors such as PTPL, Twintech, UMK and others makes College Digital Timur had to retained its potential staff in a long run to compete but however, the occurrence of economic recession impact the management‟s decision to cut all of their internal costs such as by ignoring to complete the full procedures in certain aspects such as in training and development evaluations. More to be worst enough; the top management had to close their eyes for hiring the human resource and development personnel to minimize the overhead cost and let the things done by anyone who are not being expert in this areas. This decision was impacted the welfare of employees where, almost 40% of their employees were intent to jump to another company or search for new jobs experience in order to get higher paid salaries and seek new career development to grab a good position in their expertise area because of the company‟s failure to promote the talented staff after a few years of services. The main reason for the failure of the top management decision is they do not know what and how the exact procedure to be implemented to evaluate the employees current knowledge and to know the true talent of its staff although a few training had been provided to improve their current job skills or to learn new work tasks and of course the investment in training allocated for their staff will be wasted and definitely will increase the overhead cost. The ROI of training will not be achieved although the true objectives of training are to improve the implicit and explicit knowledge of employees.

Regarding to the threats of training evaluation procedure in this organization, a few interview session had been conducted from a few employee‟s perspectives that sounds a little complicated from the angle of top management decision. The main reasons were it is the management failure to implement the right procedure in evaluate before and after the training to know the ROI of training in term of benefits to staff and business organization. A few problems was found such as lack of expertise in human and resource development areas, lack of budgets and time allocated to evaluate the complete ROI of training and lack of knowledge to implement the proper system. Moreover, the top management is less supportive and motivated to mentor and manage the right procedure of evaluating staff before and after the training to know the benefits of training to employees and to the company. Fortunately, according to a few researchers, Kirk Patrick is the best one method to implement the training evaluation in order to get know the employees‟ true talent and current knowledge in certain work tasks. A proposal of steps in Kirk Patrick had been suggested to evaluate the employees‟ training and hopefully it will help the business organization especially College Digital Timur to increase the ROI of training and give more benefits towards its staff to sustain longer and more loyal for the profits of the company for retaining its talented staff and to be more competitive among their competitors in education sectors.
